Allow VAT/GST taxation based on payment date instead of invoice date

While https://lists.gnucash.org/pipermail/gnucash-user/2010-October/036622.html says correctly the tax date is the invoice date, at least in Germany is a rule for smaller companies (< 500 000 € revenues) to have the payment date as tax date (Ist-Versteuerung) [ http://de.wikipedia.org/wiki/Umsatzsteuergesetz_%28Deutschland%29#Soll-Versteuerung_.E2.80.93_Ist-Versteuerung ]. To implement this, we need a data file based option in the business section "Tax date:" "invoice date" (default) "payment date" and some mechanics either in process invoice/payment or tax report. Suggestions, pro, cons are welcome.
