Original reporter believes that the feature of being able to add different skins to the interface of banshee would be an enhancement.

Thanks for forwarding this upstream.  I'm closing it as a duplicate of the old Bug 326941, which is closed.  In short, Banshee probably won't ever support skins because keeping a consistent look and feel across the desktop is a high priority.
