I guess info-bar is meant to be alert-sink in Evolution's terminology. It might not be that great when seeing these informations all around, the publishing also can run without 'calendar' view, and it can repeat its messages (though I added duplication checking in commit ab0430a recently). I vote for keeping these notifications, only "port" it based on your link (which I didn't read yet).

I just attempted to trigger the status icon but was unable to figure out how to do so. Is this bug still valid?
Yes, it is still valid. For example: a) in Evolution, Edit->Preferences->Calendar and Tasks->Publishing Information tab b) press the Add button c) fill on the Publishing information tab: Service Type: Secure FTP Server: nowhere File: /ical.ics d) press OK button It will trigger the publishing attempt, which fails and shows the error as a status icon and a system notification. To repeat the message, just Edit it and then press OK without changing anything.
GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org.
