In latest version of gdm, when login without password(by adding to
nopasswdlogin group), it is impossible to set DE, language and layout, because
gdm login instantly after click to user, without choice options. If login with password authentication it is possible to set DE, language and layout. I think
setting DE, language and layout must be independently of authentication
method(with password, without password).

Isn't this the problem that the proposed patch in bug #602663 tries to solve?
That bug pops up a "first time login helper" to ask the user what settings to use if the user does not have a $HOME/.dmrc file already set up.

Though, perhaps some users might want this "first time login helper" in other situations, or all the time.  If so, it might be better to enhance the patch proposed in that bug to add such features since it provides most of the code already to do this.
