Encoding problem of MP3 metadata

Created attachment 168535 [details] Screenshot of encoding problem Rhythmbox is using utf8(or current encoding) to decode the string in MP3 metadata, such as title, artists. However, not every mp3 file is using utf8 to encode it's metadata, especially for some legacy mp3 files, they are encoded by their local encoding, such GB2312. It's a problem for CJK mp3 files, because many of them are encoded in their local encoding, other than utf8. This problem will cause the title or artist information displayed as chaos.
