Is this a duplicate of Bug 623563?

Please check if changing from the windows theme to a different theme solves the problem - in the gimp installation directory (Usually C:\Program Files\GIMP-2.0), in the folder \etc\gtk-2.0 please rename the file "gtkrc" to "gtkrc-temp" (so you can restore it later) and then test again to see if the bug still happens

Renaming gtkrc solves the Problem for me. Perhaps I should mention that I am using custom skins on Windows. In this case Flyakiteosx.
