I found "add layer" and "rename lyer" (Ebene hinzufügen, Ebene loeschen) in the menu, but when I add a new layer it's impossible to switch back to the first layer. So everything on previous layers is not editable because there is no menu item like "switch layer" or "layermanager".

This might be the case for the pre-release version, but to my knowledge it is
not for the final one. For the integrated UI case it is "View/Show Layers"

BTW: please consider bug reports against outdated versions as a waste of your and the developer's time.
