In geoclue, using the src/test-connectivity tool, we try to get the gateway IP address as soon as NM says it is in NM_STATE_CONNECTED.

When we get the device list, the device isn't in NM_DEVICE_STATE_ACTIVATED (even though we are supposed to be connected!), and the IPv4 configuration doesn't seem to be set yet.
