In the V1.7.0 change log the following was noted.

    Moved dot invocations to the end of a doxygen run.

This however results in images being created after the compressed HTML help file is created (if enabled) and therefore in order to create the .chm file with images included doxygen has to be run twice.

Indeed, but this has been addressed in version 1.7.1 already.
