drag and drop no effective in VNC environment.
For example, GTK+ MUA Sylpheed, able to drag mail from folder,
but unable to drop mail to other folder.
It occurs in only VNC environment, not plain X.
It is caused by below patch. It is included in 2.20.1 and later.

I can confirm this behavior.  It makes any GTK app (not just a gnome environment) very difficult to use over VNC.
