On ubuntu 10.04, Ekiga 3.2.6

Ekiga is in English in a French or Japanese system.

Do other programs work correctly with respect to localisation?  I think you must have "locales" package installed, and configured for French and Japanese.

Yes other softwares are correctly localized.
Sorry I forgot I had already reported in Launchpad, my mistake.
I don't understand your sentence "so this is a downstream issue", do you refer to comment #2 in Launchpad?
Which team should we contact for this?

Downstream means it is a ubuntu issue, hence closing this bug report.
