You could try it yourself, I'm just reporting a bug I found on https://bugzilla.gnome.org/

This bug makes it much more difficult to report bugs related to improper UTF-8 handling.

I just ran into this when trying to use U+1F0B1 PLAYING CARD ACE OF HEARTS in a comment. I can't try on landfill because it won't let me login nor send me a reset-pwd mail, but I think this upstream bug report covers the problem:

Right after I typed that, my landfill pwd-change request mail arrived :)

Tried on both tip and bz-4.0-branch, with the result that a comment containing U+1F0B1 character is cut off just before that.
