This bug resulted from the GNOME Usability Project's GNOME2 "must fix"
drafts.

What's the rationale behind this? I like the fact that a logout button
is readily available on the screen a lot. Unlike a certain other GUI
where you have to press Start first to be able to logout. I'm not
saying the actions menu is a bad idea, but I'm asking to consider
whether having an item in the Actions menu means it shouldn't be on
the main screen. 

Of course it shouldn't be easy to logout accidentally, but that is a
case of well designing the logout dialog- something that's under
discussion on the usability list at the moment.

I suppose there's nothing wrong with having a logout applet as well.
Note that the suggested location for the logout stuff is not under
"Applications", its under "Actions". This is rather similar to the
Macintosh approach, though we are providing things like suspend as
well (actually, how do PowerBooks handle this? is it another item
under that menu "special" I think).

So for example:

Actions->Leave GNOME->Shutdown Computer
Actions->Leave GNOME->Restart Computer
Actions->Leave GNOME->Logout

Leave GNOME is a bad menu name. Suggestions welcomed ;-)

Note that the logout icon would not be in the default panel layout though.

Could those logout actions be put directly under a submenu? Provided
that the actions lists wouldn't be come too crowded, it would solve
the extra "leave Gnome" submenu layer.

And I still think a logout button should be present on the panel
because it is part of daily routine to login and logout.

I think those three items should be direct in the Actions submenu,
the "Leave GNOME" submenu is an unnecessary layer of indirection IMO.

I can also imagine them being right in the foot menu. What else would
be in Actions, besides "lock screen"?

Putting them directly in the pull-down menu seems reasonable, though
at that point I'd want to add an "Are you sure?" sort of dialogue (as
shutting down is a slow operation that can't be easily stopped once it
has been started).

I definitely don't think we should place a "shut-down" applet on the
panel. That will bring up the evil "Which of these would you like to
do dialogue" which we get rid of altogether by putting these items in
the menu system. 

Its also worth mentioning that Jeff Raskin noted that it would be best
to eliminate the "logout" icon from the panel in favour of a menu
entry in response to the Sun usability report.

Adding relevant keywords. You can filter on the phrase 'luis doing GNOME2 work'
to catch all instances of this so that you can ignore them.
