Relax X11 dependency

On the current libgail version (1.22.3) it's not possible to compile on top of the DirectFB windowing system. The following patch tries to fix this problem by relaxing the X11 check in the configure script and adds the required GDK_WINDOWING_DIRECTFB check in gail/gailwindow.c

Well... gail has been merged to gtk+ and this issue is fixed in gtk+ 2.18.9.
