To reproduce the bug:
 - push a window higher than the top of the screen (with Alt+mouse), the title bar must be unaccessible
 - try to resize the window by clicking the bottom of the window: it does not resize, it opens the same menu as the Alt+space shortcut.

If it is a feature, then the mouse pointer is bad.
