It shows "Рус" for Tatar or other layot used in Russia, while using Russian locale. This is not correct. Because that is intended to mean Russia country, not Russian language. But Russia country is "Россия" or "Российская Федерация" - with letter "о" - shortened version can be "Рос" or "РФ", and Russian language is "русский язык" - with letter "у" - shortened version can be "Рус". So this is translated as "Рус"(means Russian nationality people or Russian language etc) instead of "Рос" or "РФ" (mean Russia country or related to Russia country).  This is not correct, because Tatar layot and several other layots are not layots used to type text in Russian language, but they are layots used in Russia country.

And better is to write their short versions "Tat" in English and "Тат" in Russian, etc.

First of all, this bug is NOTGNOME. These strings are from xkeyboard-config, base.xml.

Also, that file is using ISO3166 wherever possible. ISO 3166-1 alpha-3 defines 'Rus' for Russian Federation.

Currently, xkeyboard-config does not allow using different short names for variants - the short name is taken from the layout (based on the country name).

"the short name is taken from the layout (based on the country name)" - layot for Algeria is Ara - based on language name, not country name, and layot for Bolivia is "LAm" - based on region name.

"the short name is taken from the layout" - that's correct, so, since layot is "Russia - Tatar" or "Россия - Татарский", short name taken from that should be "Rus" and "Рос".
