Don't group while tasklist still has space remaining

I'd like to see grouping only occur if there are a specified number of programs running, in addition to the number of instances. There's no sense in grouping all five instances of Mozilla if it's the only thing running, because then it's much harder to get to each instance.

I think the main issue here is that it's slightly silly to start grouping tasks until all the space allocated to the taskbar has been used up. I suppose that's somewhat complicated by the fact that some taskbars can grow unboundedly, which might not be the most desired behaviour. You can also imagine a "group these windows" option on the popup, but moving to the LRU mechanism of #59692 is probably best.

I think this may just be a bug; I'm not sure it's supposed to group if it has enough space.

Yeah. It shouldn't start grouping until not grouping would make the buttons under some threshold in width (by default at least).
