Steps to reproduce:
1) Start up Empathy
2) Edit->Preferences
3) Look for a "Hide new conversations" checkbox

Expected result:
I should be able to turn off the "always hide new conversation windows" behavior so that new conversations automatically pop up new windows on my desktop.

Actual result:
There does not appear to be any way to do this. There is also no hidden gconf setting that I can find to alter this behavior.

Thanks for your report, it looks similar to bug 548754 (Conversations should appear in a new window when started), you will automatically get subscribed to that report.
