Created attachment 145802 [details]
Expected (from Gedit) and actual (from GIMP) results

Steps to reproduce:
1. Open GIMP (for Windows, 2.6.7).
2. Create a new image with any parameter.
3. Modify the image in some way (e.g. draw a line)
4. Attempt to close the image.

Results:
A dialog sprungs up with the buttons "Save", "Save", and "Cancel".

Expected:
Buttons should read "Close without saving", "Cancel", and "Save as".

Note: Might be instead a GIMP bug.
