Cannot detect VLC's fullscreen mode

When toggling VLC to fullscreen mode, the Activities bar and the sidebar appears superimposed on top. I've verified with other video players -- totem, mplayer, gnome-mplayer all goes to full screen properly. Note: the "fullscreen interface" (View -> Fullscreen Interface, F11) is fine. The separate Video->Fullscreen is not. Bizarre interface! Might be a VLC bug, but I can't really tell at this stage.
probably View->Fullscreen Interface is doing it the right way, and Video->Fullscreen is just resizing the window to the size of the screen without setting the hint. (Although mutter has a hack to set the fullscreen bit if it notices a window doing this, so there must be something going wrong.)

in theory, the "promote screen-sized windows to _NET_WM_STATE_FULLSCREEN" step could happen before the "constrain windows to _NET_WORKAREA" step. but i can't actually make it happen. "xlogo -geometry 1920x1200+0+0" gives what you'd expect if there wasn't any special hack in place. (In plain metacity or mutter.) So maybe the hack is broken anyway? Do both VLC fullscreen options work in regular metacity?
Both works fine in regular metacity, yes (at least they cover the GNOME panel), but I do get this everytime I toggled the window state: Window manager warning: Buggy client sent a _NET_ACTIVE_WINDOW message with a timestamp of 0 for 0x6000306 (MovieTitle)
