Scheduled Transactions becoming stuck / not being created

I've been unable to find an exact set of conditions to create this bug, but more than once I have come across a problem where GNUCash will fail to create a scheduled transaction. The following occurs: 1) I open GNU Cash 2) Scheduled Transactions window opens 3) I am reminded about one transaction, I choose "To Create" 4) I click OK 5) The transaction is not created. If I restart GNU Cash, 2-5 keep happening again and again. The only option I'm left with is to delete the scheduled transaction and create it again.
I am experiencing this exact behavior on version 2.4.5 running on Windows 7. If I access the same data file from a Linux installation of 2.4.5 I do not have the problem, and the Scheduled Transaction behavior works as expected. I have actually experienced this same issue on all versions of GnuCash I have tried on both Windows Vista and Windows 7. This is a very frustrating issue since my main usecase for using GnuCash is to start up the program and use the Scheduled Transaction reminder for paying upcoming bills. The only way I can reliable use the program is from Linux.
I am experience the same problem with version 2.4.11. I noticed that it works on Windows XP, but not on Windows Vista. The options are to be the same.
Sounds this has been outstanding for more than 2 years. Sounds like the development team hasn't been able to replicate or resolve this issue???
