We currently place the Colors control in a very prominent place in the Background tab.  Which is weird because they only make sense in the following cases:

 1. When "no background" is selected - which should really be called something else
 2. When an image background is used with "Centered" style
 3. When the image background is partially translucent


For all the other cases it is useless and confusing.

Another thing that is wrong with it right now is that the color selection is actually dependent on what background is selected.  The position in the dialog suggests it is not.
