Make _g_utf8_make_valid public

Sometimes, for bindings, we need to convert an utf8-encoded string, which may be invalid. In Python, AFAIK, if the encoding is invalid, there is no way to get a Python unicode object out of it. In this case, _g_utf8_make_valid would be useful.
