A bug reported to me.  Maybe there is some better wording that can be worked out here.

I think there is an inconsistency here. Under “Header capitalization” is

“Capitalize all words in the element, with the following exceptions:”

Under “Sentence capitalization” is
“Capitalize the first letter of the first word”

In the first case, it is inferred that only the first letter of words is capitalized. In the second case, this is explicitly stated. I think this is confusing!

We've updated the guidelines now, so this no longer applies.
