State of "Interlace" checkmart gets forgot when GIMP quits and it gets back to unselected default on next use after program restart

Well, the same could be said for many other plug-in options. These options are preserved within the same session (i.e., the interlace option will remain checked or unchecked if you save several GIF files without quitting the Gimp) but they are forgotten as soon as you quit the Gimp. That happens because the state of the options is kept in memory while the Gimp runs, but it is not saved in any file. There is nothing special about the interlace option in the GIF plug-in. All plug-ins behave in the same way. I suggest to mark this bug as NOTABUG. Optionally, another bug report could be entered, suggesting that some (or all) plug-in options should be persistent. But this should probably be configurable because in most cases I prefer to have the options back to their default values after I re-start the Gimp.
