This is a feature that used to be enabled by default, but we decided to get rid of it.  Some users complained, so we added a hidden gconf preference for them to re-enable it:

/apps/tomboy/enable_icon_paste

With that feature enabled, if you are using Tomboy as a panel applet, middle-clicking the panel applet icon causes whatever is in the clipboard to be pasted into the user's Start Here note, along with a line of text telling when the paste occurred (that's the "timestamp").
