alt-tab broken with background windows on other desktops

Please describe the problem: When an application creates a new window, but this window gets to be in the background for some reason like the user focusing another window before it opens, this new window is part of the alt-tab list, but behaves very oddly, on other desktops. Steps to reproduce: 1. manage to get a window into the background 2. switch desktops 3. try to use alt-tab 4. be confused Actual results: am confused by alt-tab order Expected results: no confusion, the background window is on a different desktop so doesn't show up in alt-tab Does this happen every time? yes Other information:
