Git commands should be disabled if there is no repository to work with.

In addition, the file-manager context menu should be really "context"-aware so I cannot add a file which was already added and cannot remove one that has never been added (and cannot view the changes of an unadded/unchaged) file.

bugzilla.gnome.org is being replaced by gitlab.gnome.org. We are closing all
old feature requests in Bugzilla which have not seen updates for many years.
