Fails to build with previous core/base releases (0.10.22)

The ignores for building gst-python against previous releases have several quirks in it causing failures in building gst-python. These are fixed with the top 3 patches from the 'regressions' branch at git://anongit.freedesktop.org/~bilboed/gst-python
