The section on Introduction to the Desktop / Using the Panels / Managing Panels is not up to date, on GNOME 2.26 you need to press ALT+Click on a vacant space to move the panel and that's is not reflected on the documentation, right now it said: "Drag a panel to another side of the screen to move it there. Click on any vacant space on the panel to begin the drag." which isn't the case.

Thank you for the bug report.

Fixed with:

	  <para>To move a panel to another side of the screen, press and hold <keycap>ALT</keycap> and drag the panel to its new location. Click on any vacant space on the panel to begin the drag.</para>
