It would be very useful to add the ability to enter a scale factor to the Image>Scale and Layer>Scale tools.  With such a feature, entering a "2" would double the width and height and entering a "0.25" would divide the width and height by 4.  This will save the user time and reduce the likelihood of a calculation error or an entry error.

After entry of the factor, pressing Tab or Enter should cause the value to be accepted and the displayed values for width and height to show the newly calculated values.

One of the reasons GIMP doesn't support this, is that it's ambiguous. scaling to 2 or even 1 pixel in a given dimension is valid. The other is that it's confusing (entering numbers with two different units).
I suggest you use percentages instead, and recommend to close this bug as INVALID.

I'm not sure how it is ambiguous, since it is exactly the same as using percentages.  It is standard practice in drafting to specify the scale factor for a drawing, not the "percentage".

To be honest, percentage will do exactly what I want it to do.  The problem was that I never would have thought to look in the list for something like that.  The default display "pixels" to me implies that the list contains units of measure, and since a percentage is unitless I didn't look there.

I agree with closing the report, but for argument's sake I disagree with closing as INVALID.  WONTFIX seems more appropriate.

It's INVALID because essentially the feature already exists.

Resolving as a duplicate to bug #76616 is more appropriate I think since with that fixed it will be possible to write "2" to get double the size, it's just that "2" will be written as "200%".
