Steps to reproduce:

1. View http://www.mozilla.org/access/dhtml/listbox
2. Down arrow from the top

Expected results: Orca would announce the list, but not give it focus

Actual results: Orca places the user inside the list and the list claims focus (probably because we're doing a grab focus on it).

This can also be seen with the dojo tab container demos.

We are late in the 2.28 release cycle and I want to focus on "high impact"/"low risk" items that also fall within the release team's restrictions in place.  Regretfully, this bug doesn't fit well within those constraints and we'll review it for the 2.29 release cycle.
