Steps to reproduce:
1. Open some GIMP windows 
2. Minimize the GIMP windows
3. Have several other (non-GIMP) applications running and a few of them open and/or maximized
4. Set focus on a non-GIMP window
5. Left click on GIMP icon in taskbar

Basically clicking on the GIMP icon in the Windows taskbar doesn't always yield the proper result, namely that the GIMP windows are opened, positioned, given focus and restored to their original Z-index hierarchy.

Sometimes it works and other times you have to mess with other windows to get the GIMP windows back in focus.

The problem is in GTK+, not GIMP.

still relevant with GTK+ 3.22 or master, please consider creating a gitlab issue
for it.
