Don't hide "Tabs" menu when you don't have tabs

As per HIG Do not disable menu titles. Allow the user to explore the menu, even though there might be no available items on it at that time. http://library.gnome.org/devel/hig-book/stable/menus-menubar.html

The patch is ok to fix this problem, but I'm not sure it *should* be fixed...
I think it is rather confusing to have variable menu bar, and the HIG's argument that is quoted above seems reasonable. Menus are something that we browse when we discover the application, and that we refer to later (at least this is the way I proceed). If a new menu appeared suddenly, we would probably miss it; and I believe the probability increases with the number of other changes to the interface (in this case, the new terminal and the tabs appear). Moreover, in the case of gnome-terminal, there are no space issues; so I don't really see why we should hide it, except the fact that it is not applicable to a window with no tabs. Could you argue a bit your point of view?
