Please describe the problem:
When desktop resolution is changed and a panel containing icons (even if they are "locked" to the panel), this results in unexpected repositioning of icons, particularly when the new resolution is not adequate to provide enough room for all icons. this results in a time-consuming resetting of icon positions on the panel once the screen resolution is reverted back to the original size.

Steps to reproduce:
1. switch desktop resolution to a smaller one
2. switch back
3. check icon positions on the panel (most commonly located at the top)

Modifications: try "lcoking" icons and doing the same (should show no improvement)

Sometimes, this happens after logout/relog-in, or after a forceful X server restart.

Actual results:
Icon positions get mangled.

Expected results:
Icons would be reset back to their original positions, particularly, if they are "locked" to the panel.

Does this happen every time?
Not sure if it is every time but pretty consistently.

Other information:
This is on Ubuntu Intrepid with 2.24 Gnome.
