With Xubuntu Intrepid (8.10)
I just tried to install epiphany-webkit.
Version : 2.24.1-0ubuntu1

History is always empty. No one URL is stored.
I tried to delete my profile, but it's even always reproductible : history is always empty.

This has been fixed in trunk for quite a while now. We'll try to make a new release soon-ish so distros can be up to date :)
