Please describe the problem:
Set the bottom panel properties not able to expand, change the panel orientation don't function properly. 

Steps to reproduce:
1. Login system, right click bottom panel, Choose "Allow Panel to be Moved",
then choose properties;
2. In "General", uncheck "Expand", now the orientation can't be changed to top,
the panel auto change back into bottom;
3. Modify orientation to left or right, the panel display vertically in the
middle of the Desktop.
4. Change back to bottom, the panel display horizontally in the middle of the
Desktop.
5. When panel in left or right, set properties not able to expand, now can't
change to right or left, change orientation to top or bottom, panel display in
the middle of the Desktop horizontally.

bugzilla.gnome.org is being replaced by gitlab.gnome.org. We are closing all old bug reports in Bugzilla which have not seen updates for many years.

If you can still reproduce this issue in a currently supported version of GNOME (currently that would be 3.38), then please feel free to report it at https://gitlab.gnome.org/GNOME/gnome-panel/-/issues/
