gnome-keyring grew a command line query tool over in 2.24, and I'd like to see it develop properly in 2.28 like you suggested. 

For this to work properly there need to be some architecture changes, which we'll be discussing on the gnome-keyring mailing list. This is especially with regard to ACLs, since the tool is a different process from that which stored passwords initially.
