Please describe the problem:
Installed help from "gimp-help-2-2.4.0-eng-setup.exe"
Started Gimp 2.6.2 thru normal shortcut on Windows XP pro
Clicking on any help function except "tip of the day" produces a 
window with "The GIMP user manual is not installed on your computer."
The preferences are set to use local and either browser tried.
The help files appear to be in directory "C:\Program Files\GIMP-2.0\share\gimp\2.0\help\en" ( 526 objects )

Steps to reproduce:
1. Gimp windows installer
2. Gimp windows help instller
3. 


Actual results:
Installers finish normally

Expected results:
see above

Does this happen every time?
yes

Other information:
Starting any one of the help files by clicking on it; starts the help page, and using the arrows on the pages appears to link to the next page correctly.
Adding the directory of the help files to the environment "PATH" does not correct the problem.

Where is GIMP 2.6 installed?

Is there a file called gimp-help.xml in the C:\Program Files\GIMP-2.0\share\gimp\2.0\help\en folder?

Oh, stupid me. I did not realize that the fix for bug #558660 was applied after the 2.6.2 release. Closing as duplicate.

Did you add those environment variables yourself? As far as I know, installing GIMP shouldn't touch the system or user PATH variable. (Jernej, please confirm.) Doing that could in some circumstances cause problems in other applications. And in any way I don't see what the point of adding a folder with *help* files to PATH would be.

The Path adds were my adds to try for a fast fix; they did no harm and did no fix, so they were removed.
Is there  a fix now for this problem? ( or 558660)?

bug 558660 and this bug 559684 show "resolved"; but I can not find a "FIX", or a resolution to this problem.  
GIMP is not usable if I do not have an internet connection!!

You will have to wait for the next release (or build GIMP from source).
