The full screen toolbar should contain the buttons that have been added to the normal toolbar as this would allow using the fullscreen mode easily without a keyboard (on a touchscreen or tablet pc). I am a tablet user and frequently read documents and would find it extremely useful to be able to access my normal toolbar buttons in full screen mode (zoom buttons and find).
