Please describe the problem: As previously discussed on #irc, all command names in the "Keyboard Shortcuts" dialog should be translatable, otherwise it is only half-translated. The attached patch adds 216 more messages. Steps to reproduce: Actual results: Expected results: Does this happen every time? Other information:

I think many of these strings need to be improved before they can be marked for translation. "Foreground Palette Color Set" should become "Set Foreground Palette Color", "Foreground Palette Color First" should be "First Foreground Palette Color" and so on. Many strings already use this style, but should be used consistently.
The strings are named like that so the actions appear next to each other in the dialog. There is no way they can be scattered across the list. The other option would be to sort the list by action names (not action labels).
We definitely need to do that if we want the strings to be translatable. We can't ask the translators to take care of the sort order.
So, what's the final decision? Rename?
We need a patch that sorts the labels based on the action names, not the labels.
Um, I'm looking at keyboard shortcuts dialog and actions are already alphabetically sorted by action name (the right column).
We won't have time to do this for 2.8 unless we get help from the outside so I'm putting this off the milestone.
