when the task list is placed on a panel at the top of the screen, you
should be able to push the cursor the the very edge of the desktop, and
click on the tasklist to bring windows to the front of the screen. 
as it is now, you have to move to the top of the screen, and then move down
one pixel so that the tasklist can receive focus
this makes selecting windows easier because there is a bigger target
(fitt's law)

this currently works if the tasklist is on the bottom, i.e. you can push
the cursor to the bottom of the screen and click on a task to bring a
window forward without having to move back one pixel

This is still an issue in GNOME 2.0 with Window List 1.0
