Please describe the problem:
when pressing - instead of the character being inserted, we change the live region announcement level.

Steps to reproduce:
open ff3
go to google, try to enter a search that has a - in it.
or
press alt+d (address bar)
and try to enter www.fr-online.de

Oops, that was a casualty of the structural navigation refactor.  I *knew* we wouldn't be side-effect free.  Now I feel better.
