Right now the radar-image code requires <radar> tags to be assigned to every location, which is a nuisance when adding new locations. Since there are actually only a fixed number of radar map images available, it would make more sense to just note the details of each of those maps (the latitude and longitude of either their bounding boxes or their centers) and then use that to find the radar map corresponding to a particular location.

Also, there are radar images available from weather.gov now, so we should probably use those rather than weather.com's. Info here:
