"Evince's "Open a Copy" feature lacks a keybinding: most other aspects of evince usage are drivable without using the mouse.

Ctrl+N might be a good option, to represent "New Window"
Ctrl+D might work, meaning "Duplicate Window""

I think Ctrl+N is a good option too. Fixed in svn trunk.  Thanks for reporting.
