Please describe the problem:
As reported in LP #212582 the help button in gnome-appearance-properties doesn't do a thin.

Steps to reproduce:
1. Start gnome-appearance-properties
2. Press Help


Actual results:
Nothing

Expected results:
A help window should open

Does this happen every time?
Yes
