when zooming in this file, the map and the text are blurred (like zooming in a low-res image). with other pdf reader (xpdf and foxit reader on windows) the text is correctly displayed

It's just that the document is slow to render at high zoom levels, just wait a bit more and the text will look perfect. Feel free to open a bug report against poppler about the slowness. Thanks for reporting.
