Here is a patch to display the sunrise/sunset times in the tooltip in the local time of the location, rather than the current timezone. It is somewhat irritating to see "Sunrise: 19:20"...

The libgweather api for this sucks quite a bit, unfortunately, which is why this patch is less nice than it should be.
