Please describe the problem:
If I launch e.g. the gedit application and press orca+ctrl+space key, change the speech rate, or another speech parameters, and press Ok button, the new speech settings has not effect with e.g. the gedit application. If i jumping the desktop with ctrl+alt+d shortcut, I hear the new changed speech parameters (e.g. slowest speech setting with the gedit application). The modifyed speech parameters setting up the desktop, but not take effect the application with setting up Orca+ctrl+space key combination. 

Steps to reproduce:
1. Launch e.g. the gedit application.
2. Press Orca+ctrl+space key combination.
3. Change some speech parameters (e.g. speech rate, pitch, etc).
4. Click ok button and the speech parameters not changed.

Actual results:
Every time.

Expected results:

Yes.

I believe this is a duplicate/variant of bug #373078.
