EOG takes around four seconds to start in my laptop, this is an incredible amount of time (my laptop has plenty of ram and 2GHz). Other applications such as totem or brasero (that have more libraries) take less amount of time to show the window when launching them for the first time after rebooting the computer.

I'm launching eog from the command line with no arguments, so that no image is loaded.

Some information about the slow eog startup time can be found in bug #495825. More benchmarkings and runs under profilers would be helpful to improve performance.
